Since July 20, 2026, an Anne Arundel County Public Library card has worked as a ticket to Quiet Waters Park. The library and the county Department of Recreation and Parks now lend a free pass. It covers seven days of daytime admission for one private, noncommercial vehicle carrying fewer than 12 people at six regional parks: Beverly Triton Nature Park, Downs Park, Fort Smallwood Park, Jug Bay Wetlands Sanctuary, Kinder Farm Park and Quiet Waters Park.
The catch is supply. Each of the county's 16 branches holds two passes, so only 32 exist countywide. When we checked the catalog record in early October 2026 while preparing this post, it showed all of them checked out and 229 people on the wait list. Run the numbers on that queue and the free pass stops being an October plan. For most people placing a hold today, it becomes a pass for late November and December.
Thirty-Two Passes, 229 Names
The catalog lists the pass as "Anne Arundel County Park Pass," filed as a Museum Pass. You place a hold, keep the pass for seven days and return it to any branch. Because demand is high, it can't be renewed. That no-renewal rule keeps the line moving at a steady pace, which makes the wait easy to estimate.
- 229 people waiting, divided by 32 passes, comes to a little over seven full rounds of borrowers ahead of anyone who joins today.
- Each round lasts up to seven days.
- Seven rounds of seven days is about 50 days. Counted from October 4, that lands around the fourth week of November.
That's the best case. It assumes every pass goes back on time and goes straight out to the next person. Any days spent sitting on a hold shelf or traveling between branches push it later. The wait list is also a live number that will have changed by the time you check it. Still, the shape holds. A hold placed in early October most likely comes up after the leaves have fallen and after the park events that fill the October calendar.
What October Costs at the Gate
If the free pass won't arrive until Thanksgiving weekend, October park days cost money, and they cost a bit more than they did a year or two ago. All six regional parks now list a daily vehicle fee of $8, and the Quiet Waters page confirms that rate for the Annapolis park. A Downs Park photography policy dated February 2025 still lists a $6 daily entry fee, which points to a $2 increase by 2026. The county's "2026 Annual Park Pass Update" also raised the annual pass.
| Option | Cost | What it covers |
|---|---|---|
| Daily entry | $8 per vehicle | One day at one regional park |
| AACPL library park pass | Free with a library card | Seven days of daytime entry, one vehicle, six parks |
| Annual pass, county resident | $40 | Jan. 1 through Dec. 31, one private vehicle |
| Annual pass, non-resident | $50 | Jan. 1 through Dec. 31, one private vehicle |
| Lifetime senior pass, age 60 and up | $40 | All six regional parks; proof of age required |
At $8 a visit, the $40 resident pass pays for itself on the fifth trip. The calendar matters, though. The county says the pass runs from January 1 through December 31 and takes effect immediately if you buy it before January. The page doesn't say whether a pass bought this fall also carries into 2027, so ask at a gatehouse before you count on it. Taken as written, a pass bought in early October has about 12 weeks to earn back its $40. That's five visits in roughly three months, which works for a dog walker at Quiet Waters but not for someone who goes twice a season.
For residents 60 and older, the math is simpler. The senior pass costs $40 once and lasts a lifetime. The county lists it alongside the annual passes and asks for proof of age at the gatehouse.
You can buy annual passes at the regional park gatehouses or online through YourPassNow, according to the county. Jug Bay's own page says it sells annual passes only at its Visitor Center, so if you plan to buy there, check first.
The Fall Weekends the Pass Wouldn't Cover Anyway
The busiest dates on this fall's park calendar fall before the queue math clears. Most of them would need cash at the gate even with a library pass in hand, because AACPL excludes special events, ice skating, facility rentals, camping, the Fort Smallwood boat launch and Beverly Triton's reservation-season weekend and holiday entry. The pass also doesn't replace weekend reservations at Mayo Beach Park.
The headline event is Art @ the Park. The Friends of Quiet Waters Park hold their 34th annual art and music festival on Saturday, Oct. 17, from 10 a.m. to 4 p.m., and again on Sunday, Oct. 18, 2026. Expect dozens of art vendors, three musicians each day, food trucks, kids' activities and demonstrations. The county's listing says the festival is free but the $8 per car entry fee still applies. For families with younger kids, the rest of October has more on it:
- Sunday, Oct. 11: Pumpkins and Crafts Day at Kinder Farm Park, listed by the Friends of Kinder Farm Park.
- Saturday, Oct. 17: Scarecrow Making Day at Kinder Farm Park.
- Saturday, Oct. 17, 9 to 11 a.m.: Halloween Scavenger Hunt and Costume Contest at Downs Park. Children 12 and under register by email, and the county lists no fee beyond park entry.
- Saturday, Oct. 24: Trunk or Treat at Kinder Farm Park.
- Sunday, Oct. 25: Unwanted Uproot, an invasive-plant volunteer workday at Fort Smallwood Park.
The Kinder Farm dates come from the Friends group's volunteer page, which doesn't list visitor prices. Treat those days as regular park days with gate fees unless the group posts otherwise. Jug Bay's programs also charge their own fees. Homeschool Hikers on Oct. 7, for ages 10 to 13, costs $10 per child, and the library pass doesn't cover program fees.
So for October, the realistic choice is between paying $8 per visit and buying an annual pass. The library hold is something you place now for a later season.
Where the Free Pass Actually Lands
By late November the parks change character, and a free week of entry fits that season better than it would fit October. Several ranger-led and recurring programs carry on into December:
- Monday, Nov. 2, and Monday, Dec. 7: Family Nature Walk at Fort Smallwood Park, a monthly ranger-led stroll with no separate program fee listed.
- Friday, Nov. 6, and Friday, Dec. 4: Bird Watching at Fort Smallwood, where the $8 vehicle fee applies.
- Saturday, Nov. 7, and Saturday, Dec. 5: Jug Bay Bird Walk. It's free with park entry, requires registration and lists an $8 vehicle charge.
- Sunday, Nov. 29, and Sunday, Dec. 27: More Unwanted Uproot workdays at Fort Smallwood.
AACPL's special-events exclusion leaves the scheduled walks in a gray area. Call the park before you assume the library pass will get you through the gate on a program morning. A plain weekday walk on the Quiet Waters trails is the cleanest use of a seven-day pass.
The other big Quiet Waters draw this winter sits outside the pass entirely. The county's ice rink page says skaters will be welcomed back in November 2026 but gives no opening day. Last season's posted prices were $7 for adults, $6 for children 12 and under and seniors, and $3 for skate rental, charged on top of park admission unless noted otherwise. Skating isn't covered by the library pass. A family with a library pass can drive in free on a December afternoon and still pay at the rink window.
The two closest pickup points are the Michael E. Busch Annapolis Library at 1410 West Street and the Eastport-Annapolis Neck Library at 269 Hillsmere Drive, just up the road from the Quiet Waters entrance at 600 Quiet Waters Park Road. You can return the pass to any branch. The same Library of Things shelf also lends Maryland State Park passes, fishing poles, birding kits and Wi-Fi hotspots, so one trip to the library can cover more than one outing.
If you want October at Quiet Waters, plan on $8 a car or a $40 annual pass. If you want a free week of parks around Thanksgiving or the first Jug Bay bird walk in December, place the library hold this week.
